Ambassador Tombiński: only an all-Ukrainian referendum on Crimea, PAP dispatch
He emphasized that a possible alteration of territorial borders or the separation of a territory fall under Article 73 of Ukraine’s Constitution, which provides “Issues of altering the territory of Ukraine are resolved exclusively by an All-Ukrainian referendum.”
"Hence it is absolutely clear that a referendum in one part of Ukraine is not the way to resolve this issue,” noted Tombiński.
The Crimean Parliament ruled Thursday to incorporate the peninsula into the Russian Federation and to schedule a referendum for 16 March. The referendum will ask two questions, one is: Are you in favour of reuniting Crimea with Russia as a subject of the Russian Federation?”
The second question is: „Are you in favour of retaining the status of Crimea as part of Ukraine and restoring the 1992 constitution?"
The parliament decided that the option favoured by the majority of voters will express the direct will of the inhabitants of Crimea.
The Crimean Parliament asked the Russian President and Parliament to start the procedure of entering Crimea into the Russian Federation with the rights of a subject of the RF. The text of the parliamentary resolution quoted by ITAR-TASS reads that taking into account “the lack of legitimate state authorities in Ukraine,” the parliament decides: 1. To join the Russian Federation as a subject; 2. To schedule an all-Crimean referendum for March 16, 2014 (including Sevastopol)”.
